It’s impossible to make good decisions without good data, which makes the ability to visualize data crucial, said Dr. John Holdren, director of the White House Office of Science and Technology Policy. Holdren spoke Feb. 17 as the first speaker in a three-day symposium on the art and technology of data visualization.
Holdren stressed the importance data plays in making sound policy decisions. “That’s why the Obama administration has placed such a priority on putting high-quality data in the center of the executive branch,” he said.
However, he added, visual data is the most meaningful to decision-makers and the public. That means converting the information into maps, charts and other graphic representations to make its significance clear.
The backdrop for Holdren’s remarks was a national gathering of federal geospatial information systems specialists in Washington, organized by geospatial software giant, ESRI. The event also marked the introduction of a new iteration of ESRI’s GIS mapping and data management tool, ArcGIS 10.
The newest release of ArcGIS, due out initially next month, is expected to offer a variety of more robust capabilities than previous systems, including the ability to provide geospatial data bases, ready-made mashup applications and other mapping tools over the Internet, and be capable of working on mobile devices as well as in remote cloud computing centers.

‘Ulusal Coğrafi Bilgi Altyapısı’ kurulması konusunda fizibilite çalışmalarına başlandı February 21, 2010

Türkiye’de tüm coğrafi bilgilerin ilgili kurumlarca toplanması, ortak bir yapı üzerinden sunulması ve kullanılması amacıyla ”Ulusal Coğrafi Bilgi Altyapısı” kurulması konusunda fizibilite çalışmalarına başlandı.
Türksat’dan yapılan yazılı açıklamaya göre, şirket ve Tapu ve Kadastro Genel Müdürlüğü arasında 16 Aralık 2009 günü imzalanan protokol çerçevesinde projenin fizibilite çalışması başladı.
Proje kapsamında ulusal düzeyde, teknolojik gelişmelere uygun coğrafi bilgi sistemi altyapısı kurularak kamu kurum ve kuruluşlarının sorumlusu oldukları coğrafi bilgileri, kullanıcı kurum ve sektörlerin ihtiyaçlarına cevap verecek şekilde, içerik ve değişim standartları belirlenerek ortak altyapı üzerinden kullanıcılara sunmaları hedefleniyor.
Proje ile Türkiye’nin coğrafi bilgi altyapısının, Avrupa Birliğinin INSPIRE Direktifi’ne de uygun olarak uluslararası standartlarda hazırlanması öngörülüyor.
Projenin tamamlanması ile Türkiye’deki coğrafi bilgi ve coğrafi bilgi sistemlerinin uyumsuzlukları, verilerin yetersizliği, mükerrerliği ve parçalanmaları, kurumlararası koordinasyon eksikliği, veri politikalarının sınırlamaları, telif ve erişim hakları ve ücretlendirme gibi sorunlar çözüme kavuşturulacak ve böylece e-Devlet uygulamalarının konumsal bileşeni de tamamlanmış olacak.

Govt plans remote mapping to get accurate figure of slum dwellers February 14, 2010

Aiming to meet ambitious target of making India slum-free, the government has embarked on a plan of remote mapping to get a “reliable figure” of people living in slums by collecting foolproof data on both notified and non-notified slums across the country.
While the current estimate of slum dwellers is based mostly on surveys of notified slums, most non-notified slums have been left out. Maps of cities prepared through remote sensing would give a clearer and more authentic picture of slums in a city and would also include non-notified slums.
Housing minister Kumari Selja said: “Most of the time the plans are based on projections rather than hard data. We plan to map the entire country so that we know about slums in each town and city. This would also include non-notified slums which are usually not accounted for.”
The ministry, which has set a target of making India slum-free in the coming five years with the launch of the Rajiv Awas Yojana (RAY), expects to get the exact figure by GIS mapping and including non-notified slums too.
With the involvement of ISRO in this project, the land-mapping and slum surveys are being done through remote sensing with GIS-enabled software.

Bilim insanları, önümüzdeki dönemde güneşte meydana gelecek olası büyük patlamalar dolayısıyla GPS cihazlarının hatalı sonuçlar üretebileceği uyarısını yapıyorlar. İngiltere’de, geçtiğimiz yıl meydana gelen 300 bini aşkın kazada GPS sistemlerinin gereği gibi kullanılmamaları neden gösteriliyor.
Gelecek bir kaç yıl içerisinde güneşin maksimum seviyede aktiviteye ulaşacağını öngören İngiliz bilim insanları bunun GPS sistemlerini etkileyebileceğini ifade ediyorlar.
Daha önce de, güneşte benzer hareketlenmeler dolayısıyla kullanıcılar GPS cihazlarından gerektiği gibi yararlanamamışlardı. Askerlerin de operasyonlarında büyük ölçüde yararlandıkları GPS sistemlerini, geçmişte daha çok lojistik firmaları kullanıyordu. Teknolojinin desteğiyle daha basit bir arayüze sahip olan GPS sistemleri günümüzde akıllı telefonların vaz geçilmez özellikleri arasında yer alıyor.
2006 yılında güneş sisteminde yaşanan büyük patlamalar, uydu iletişimini önemli ölçüde etkilemişti. Bilim insanları, önümüzdeki dönemde güneşte meydana gelecek olası büyük patlamalar dolayısıyla GPS cihazlarının hatalı sonuçlar üretebileceği uyarısını yapıyorlar. Yolculukları esnasında GPS’ten yararlanan sürücülerin, güneşteki hareketlilik dolayısıyla yanlış bir istikamete yönlendirilebileceklerini hatırlatan bilim insanları, kullanıcıları dikkatli olmaya çağırıyorlar.

Washington’s snow response GIS mapping system gets a workout February 12, 2010

A mapping tool that shows which streets in Washington have been plowed, salted or both is being heavily used today, according to several blogs, Twitter posts and Facebook updates.
The Snow Response Reporting System lets users type in an address and see which surrounding streets have been plowed or salted within a specified date range. The information is presented via a Google Maps interface.
For example, so far today at Columbia Road and 18th Street in Northwest Washington have been plowed and salted, while side streets such as Kalorama Road have not been touched, according to the map.
Federal Chief Information Officer Vivek Kundra pushed for the development of geographic information systems such as the snow response system when he was the city’s chief technology officer, he told Federal Computer Week in past interviews.
In 2008, while he was still Washington’s CTO, the snow response system was one of 10 GIS projects Kundra identified for enhancements, according his testimony at a public oversight hearing about the city’s capital improvements budget.
The city uses GIS maps and databases to support several functions including emergency management and response, economic development and planning, crime analysis and law enforcement, transportation and public works management and disaster recovery according to the city’s Web site.

Buzz servisini duyurarak sosyal ağlara yeni bir soluk getiren Google, Facebook ile de rakip durumuna geldi. Sizlere daha önce burada yer alan yazımızda Buzz’a dair aydınlatıcı bilgiler vermiş, Google’ın sosyal ağları, internet ile ilişkili tüm cihazların yer aldığı bir yapının içersine sokmaya çalıştığından bahsetmiştik.
Androidli akıllı telefonlar ve iPhonelar için ilk günden özel bir Buzz istemcisini kullanıma sunan Google, diğer mobil platformlar için de çalışmaların yakın zamanda neticeleneceğini belirtmişti. Henüz bu yazılımlar beklenirken internet devi, Google Maps’in yeni sürümünü duyurdu. Google Maps 4.0 üzerine entegre edilen özel bir katman sayesinde kullanıcılar, tıpkı latitude hizmetinde olduğu gibi bulundukları konumu etiketleyebilecekler, anlık durumlarını paylaşabilecekler. Henüz çok kapsamlı olmayan bu özelliği Symbianlı bir akıllı telefon ile test ettik.
Google Maps 4.0 uygulamasını yükledikten hemen sonra Buzz özelliğini kullanabilmek için katmanlar (layers) seçeneği altından Buzz’ı seçmeniz gerekiyor.
İstediğimiz katmanı aktifleştirdikten sonra ana harita ekranında açılan pencere ile ilişkilendirmek istediğimiz Buzz hesabına dair kullanıcı adı ve şifre bilgilerini giriyoruz.

Sonrasında sol taraftan yol tarifleri al butonuna tıklıyoruz.
Karşımıza iki boşluk geliyor. A olana başlangıç, B olana varacağımız yeri yazıyoruz.
Ben Beylikdüzü ile Topkapı Sarayını yazdım. Google bana tahmini gidiş süresi, aradaki mesafeyi falan gösteriyor. Ayrıca harita üzerinden nerelerden gidebileceğinizi de görebiliyorsunuz. Büyük kolaylık açıkçası.
GIS Provides Census Address Assistance February 6, 2010

The local St. Johns County news desk has learned that the county GIS Division has reviewed approximately 7,400 address records for the local update of census addresses and has discovered that 1,268 of those addresses were valid and exist in St. Johns County.
These address records were requested to be restored to the Census Address List, along with an additional 824 address records for the Census New Construction Program.
The New Construction addresses represent Certificates of Occupancy issued since March 2009 that is expected to be closed to the elements by Census Day, or April 1, 2010.
These efforts will ensure the 2010 Census Address List is as complete and accurate as possible, as it will be used to mail out the 2010 U.S. Census Questionnaires in March 2010.

Kütahya’nın 25 bin nüfuslu Simav ilçesi yeniden şekilleniyor. Belediye Başkanı Kasım Karahan, ilçe merkezinde iş yapan Özkan Adilhan isimli şehir planlamacısına Simav’ın yeni imar planını hazırlattıklarını bildirdi. Şu andaki imar planın demode bulduklarını ve zamanının geçmiş olduğunu dile getiren Belediye Başkanı Kasım Karahan, vatandaşlar tarafından bu güne kadar imar planına gereken özeni göstermemelerinin sıkıntılara yol açtığını ve turistik ilçede görüntü kirliliğine yol açtığını söyledi.
9 ay önce göreve geldiklerinde ilk iş olarak Simav’ın imar konusunu ele aldıklarını vurgulayan Belediye Başkanı Kasım Karahan, konuyla ilgili gazetecilere şu açıklamayı yaptı: “İmar planı yapılması için onun alt yapısı olan önce sayısal harita yapılması gerektiğini ve öncelikle bunun hazırlatılması gerektiğine karar verdik. Sayısal harita Simav’daki her noktanın koordinatlarını çıkartarak bilgisayar ortamına işlenmesi demektir. Yani Simav’da nerede ne var bunları bilgisayar ortamından görebileceğiz. Bundan sonrada imar planı yapacağız. Şu anda ilçemizde şehir planlamacısı Özkan Adilhan hemşerimiz belediyemiz adına sayısal harita için gerekli çalışmalara başlamış bulunuyorlar. Simav’ın gelişimi için imar planı şart olan bir çalışmadır. Bu çalışma sonunda Simav yeniden şekilleniyor. (more…)
