In March of 2007, the National Academies/National Research Council (NRC) informed me that I had been provisionally accepted as a member of “the National Research Council’s Committee on FEMA Flood Maps: Accuracy Assessment and Cost-Effective Improvements”. The first official meeting of the long-titled committee would include a review of any conflicts of interest or ethics for the group of thirteen provisional appointees. We all passed the test, and after shortening the name of our study group to “FEMA Flood Map Committee”, immediately fell to work in earnest on addressing the tasks identified in FEMA’s contract with the NRC regarding improvement of flood mapping. NOAA’s Weather Bureau had joined as a co-sponsor of the report that would address current flood study and mapping methods, quantify the economic impacts of inaccuracies in horizontal and vertical components of flood risk mapping, and provide recommendations fir cost-effective improvements.

After five face-to-face meetings, an avalanche of email correspondence, and numerous drafts within the committee, a draft forwarded to outside reviewers generated 300-plus comments and questions that had to be addressed. This was actually a good thing, as it clarified where we authors had become myopically focused and jargon-laden to the point of leaving out important explanations and detail. The report, entitled “Mapping the Zone: Improving Flood Map Accuracy”, is now available as PDF or hardcopy through the NRC website at http://www.nap.edu/catalog.php?record_id=12573.

GIS mapping and Flu Outbreak April 29, 2009

Fewer influenza outbreaks have occurred at Niagara Region’s long-term care facilities this flu season.

The public health department gears up for flu season in November and typically wraps up its campaign by the end of April. Throughout that time, residents are encouraged to get free flu vaccines and, to help stop the spread of the virus, wash hands thoroughly.

“We had very few institutional outbreaks,” said Lois Lacroix, manager of the infectious diseases division.

Last year, there were 112 confirmed cases of influenza A and B, said Lacroix.

According to public health’s online weekly flu mapping report, as of yesterday, there have been 47 laboratory-confirmed cases of Influenza A and 56 laboratory confirmed cases of Influenza B in Niagara this current flu season.

Lacroix said the relatively low number could be attributed to a number of factors.

It could be because of education and awareness that people are not visiting long-term care facilities when feeling ill.

It could be that people are paying closer attention to the importance of hand washing. Viruses can live on surfaces for up to two days. Cleaning hands regularly and properly is the most effective measure to reduce the spread of illness.

People should also cover coughs and sneezes with a tissue or upper sleeve — not hands, so the germs are less likely to spread. (more…)

Vertical Mapping Resources Inc. (VMR), a leading integrated aerial mapping and geospatial land information company with offices in Scottsdale, Ariz., Dana Point, Calif., and Folsom, Calif., recently acquired Sacramento-based Kellogg Aerial Surveys.

In August 2008, Vertical Mapping Resources expanded into the Sacramento area and named Bill Swope regional manager of consulting and development for the firm’s Sacramento area office. With this acquisition, Swope will maintain his position and work closely with Kellogg’s clients. Vertical Mapping Resources will operate under both the VMR moniker as well as the Kellogg Aerial Surveys brand.

Kellogg Aerial Surveys has provided mapping services to clients in California, Nevada, Washington, New Mexico and Hawaii for the past 20 years. Richard Kellogg, the company’s principal, has been in the mapping industry for more than four decades and has earned a solid reputation as a skilled photogrammetrist. Before starting his own business, he was the president of a large firm working all over the world and employing as many as 30 people.

“I look forward to maintaining the friendships I’ve developed with clients over the past 40 years and my wife is looking forward to my long-awaited retirement,” Kellogg said. “I’m confident that my clients will find this merger a good fit that benefits them and their goals.”

“This acquisition was a match for us because the traditional photogrammetric services we provide align well with the services Kellogg Aerial offers its clients,” said Joseph Bartorelli, president of Vertical Mapping Resources. “We are now working with Kellogg’s clients to provide them with a seamless transition of services, and we’re continuing to build our capacity in the Northern California market.” (more…)

A newly relaunched GIS tool called NYCityMap2.0 is bursting with souped-up mapping features for the citizens of New York, N.Y. Accessible on the city’s Web site, NYCityMap2.0 offers information about the city’s capital construction projects and the addresses, hours of operation, services offered and language access capabilities of walk-in service centers for various city agencies across the five boroughs. Added application functionality includes search history, distance measuring, and users’ ability to save and export their maps.

The New York City Department of Information Technology & Telecommunications (DoITT), which deployed the project, said the new functions enhanced features on the prior version of the site, like aerial photos of the city, building and property information, poll site locations, census data, neighborhood health profiles and statistics, restaurant inspection information, locations of educational facilities and transportation hubs.

“It’s one of our most heavily used applications. We got a lot of requests for enhancements,” said Colin Reilly, director of citywide GIS for DoITT.

The agency rewrote the application with a reusable framework, which the city now uses for other interactive mapping applications. An example is a map it developed for a mayoral program called the Street Conditions Observation Unit (SCOUT). SCOUT vehicles search the city for blights to be repaired before they’re reported.

“We have a mapping application that shows the coverage area of the SCOUT vehicles, as well as the incidents that are found,” Reilly explained.

Digital mapping company Navteq says that drivers using GPS systems help the environment by consuming less fuel and emitting less CO2.

Digital mapping developer Navteq says that using GPSs makes people greener drivers. A commissioned research study conducted in Germany by NuStats explored the impact of the everyday use of navigation devices; according to the results, drivers who use navigation assistance devices drive shorter distances and spend less time driving—and that translated directly into less impact on the environment.

“With the robust methodology behind this study, we have confidence that these results are representative of a trend that globally has often been implied, but not previously proven in the realm of everyday use,” said Navteq president and CEO Judson Green, in a statement. “Consumers can enjoy the advantages of navigation not only in relation to a more positive driving experience, but also in terms of the highly positive impact it can have on the environment.”

Drivers with navigation devices had a 12 percent increase in fuel efficiency compared to drivers without assisted navigation, and fuel consumption amongst drivers using navigation devices dripped from 8.3 liters per 100 km to 7.3 liters per 100 km. The improvement in fuel economy amounts to a 24 percent decrease in the average amount of carbon dioxide emitted on average by a driver every year.

Travellers on Tokyo’s subway system are getting some high-tech help finding their destinations with the start of trials Monday of an interactive map system.

The maps run on 47-inch LCD panels that have been installed at Ginza station in the heart of the city. Three subway lines intersect at the station, which serves around 275,000 people each day heading to and from one of Tokyo’s busiest shopping and entertainment districts.

As well as big department stores the area is home to numerous boutiques, cafés, bars and small shops that can be hard to find, especially with 32 exits from the station to choose from. In short: It’s a great place to try a high-tech map system.

Travellers can walk up to one of two screens being used in the trial and be presented with an area map. Alongside it are buttons to highlight popular destinations such as nearby banks, ATMs, convenience stores and post offices. Touching one of the buttons reveals the location of these places with an icon, and touching the icon draws the shortest route to that destination.
