The heavy snowfall in December and the windstorms that blasted us in January make it clear that winter on Whidbey Island can be a bit of an adventure.

No matter what kind of winter-related emergencies you may encounter, emergency service officials agree that becoming familiar with the relief services offered in your community is an essential part of personal preparation.

Island County services

The Island County Department of Emergency Management is at the center of the Island’s emergency services.

But while the department is ready to help in the event of an emergency, “the government is not in the business of bailing you out,” Deputy Director David Hollett said.

Emergency service agencies are set up to rescue people in times of a disaster, not take care of them for extended periods. In other words, when the power goes out, there is no secret county warehouse where the masses can go to get free batteries.

“It rests on the shoulders of each individual to be prepared,” he said.

Government officials today face enormous fiscal challenges. They’re trying-often on limited budgets-to provide high-quality public services, repair infrastructure such as streets and sewer systems, and stimulate economic growth while still protecting the environment.

GIS for Decision Support and Public Policy Making, a new book from ESRI Press, describes how geographic information system (GIS) technology can help streamline these operations and deliver smart solutions that save time and money. The book also shows how GIS can be integrated into many other aspects of governing and policy making such as planning for residential development, revitalizing neighborhoods, and updating emergency management plans.

Chapters cover topics such as how to use GIS for making budget-related decisions, reaching compromises, allocating resources, supporting policies, making decisions under pressure and on the fly, and involving the public in the decision-making process.

The book provides 27 examples of how government organizations used GIS software to analyze and map data, collect information from the field, and publish geographic information services on the Web. GIS was used, for example, to help find the best locations for fire stations in Denver, Colorado; prioritize waterline repairs and construction in Houston, Texas; track code compliance problems in Pasadena, California; analyze natural disaster risk areas in British Columbia, Canada; and map immunization data in Utah to improve health care for children. APOS Systems, a leading provider of extensions to the Business Objects platform and an ESRI Authorized Business Partner, today announced a beta program for its new Dashboard Builder support for the APOS Integration Kit for ESRI GIS solution. This powerful feature enhancement will allow ESRI GIS maps to interact with Business Objects reports and Xcelsius models in a unified dashboard view.

“Xcelsius is a very popular analytical tool that can be combined with Web Intelligence reports or Crystal Reports within Dashboard Builder. With today’s announcement, an interactive GIS mapping element can now also be incorporated into these dashboards, as either a source or target analytic,” said Ofir Gil, Chief Technology Officer of APOS Systems Inc.

As an example of this advancement in ‘location intelligence,’ following is a simple instance of using this new feature in a dashboard with four analytics:

Xcelsius – by setting this analytic as the ‘source’ for the dashboard, the other three analytic elements are automatically refreshed with relevant content
